| Beginning October 30, 2006, local USCIS offices will forward any new filings for Form I539, for F1 and M1 student reinstatement, to the California Service Center or the Vermont Service Center, depending on where the student is engaged in academic or vocational study. |

| Beginning June 20, 2005, eligible Chinese nationals who wish to study in the United States temporarily as students (F1), exchange visitors (J1), or to undertake vocational training (M1) will be issued visas that are valid for 12 months and multiple entries. The previous maximum validity for U.S. visas issued for these purposes was six months and for multiple entries. |

| Amendments to SEVIS regulations become Final Rule |

| The new regulations establish the verification and reporting procedures regarding students and exchange visitors requiring that authorized consular officials verify the provenance of SEVISgenerated forms I20 or DS2019 against SEVIS data in the Consular Consolidated Database CCD and verify the payment of any applicable SEVIS fee. |
